Go in the evening for the crowd and the parking search, or go in the morning at low tide and get the lot right in front of the tidal pools.
We tried both. This is what changed between the two visits, and why we would only go back at one time of day.
Evening or morning: what actually decides it
We drove to Chichibugahama the evening before, when the light is supposed to be best for the famous sunset photos. The closest parking lot was full and the overflow lot was a walk from the beach. We turned around without getting out of the van.
The next morning we arrived at 9 AM. The lot closest to the tidal pools was nearly empty. We parked right in front and walked straight onto the sand. If you are choosing between a sunset visit and a morning visit, the morning is the one that gets you parked and onto the beach without a fight.
What makes the mirror effect work, and what doesn’t
Chichibugahama is known for its mirror effect: the tide goes out, a thin layer of water sits on the flat sand, and it reflects the sky like a sheet of glass. The effect depends on two things you cannot control from home: how low the tide is, and how much wind there is.
The morning we went, it wasn’t perfect. The sky was overcast and the tide wasn’t as low as it could have been. But there was no wind, and that mattered more than the tide level. Still water gave us a clean reflection even under a grey sky. A shallower tide with wind chopping the surface would have given us nothing. If you can only check one condition before you drive out, check the wind, not the forecast for sun.

Parking and access
Parking at Chichibugahama is free. The lot closest to the tidal pools is small and fills up by late afternoon, which is exactly when the sunset crowd arrives. In the morning it was close to empty and we had no trouble getting our van in.
We didn’t need to check vehicle size restrictions because the lot wasn’t full enough to matter. If you’re driving something larger than a standard car, morning is still the safer bet, since a half-empty lot gives you room to maneuver that a full one doesn’t.

What the kids did there
We spent about fifteen minutes taking photos before the light or the tide changed. One of the kids waded into a tidal pool and soaked their shoes, which is about what you’d expect at a beach where the whole point is shallow standing water. There’s nothing else built for children here — no playground, no facilities we noticed — just sand, water, and space to walk out further than looks possible.
We’ve had luck with timing on this trip.
Just as we packed up, it started to rain. We’d caught the window between an overcast morning and the rain that followed it, which is about as good as this beach gets without a genuinely clear, calm forecast.
Verdict
This is worth the detour if you can get there in the morning at low tide, and if you’re not counting on a specific photo. The reflection is real but conditional, and no one can promise you calm water and a clear sky on the same morning. Families who want a quiet beach with somewhere to wade will get something out of it regardless of conditions. Anyone chasing the postcard sunset shot should know that’s also when the parking lot is hardest to get into.
